CHIEF MEDICAL INFORMATION OFFICER

Randolph C. Barrows, Jr., M.D, M.S. is the CMIO (Chief Medical Information Officer) of MedAllies with expertise in the fields of medical informatics and clinical medicine. His work spans many types of clinical information systems, their users, and related health information technologies and challenges such as standards, controlled medical vocabularies, data exchange, decision-support, clinical and research database design, usability and information design, etc., with a view towards improving clinician access to accurate and timely data and information, improving the quality and efficiency of healthcare delivery, and reducing healthcare costs.

Before joining MedAllies, Dr. Barrows spent 16 years at the Columbia University Medical Center in New York City, one of the country’s busiest and most complex medical centers, where responsibilities included clinical software development, system implementations, clinical database management, project management, administration, and executive management in health information technologies. Dr. Barrows is board-certified in Internal Medicine with over 20 years of patient-care experience, including personal experience with HIT interventions at the point of care. Dr. Barrows is also an educator with years of experience teaching biomedical informatics graduate students and supervising medical residents in a graduate medical education program.

Dr. Barrows graduated from University of California, San Diego Medical School in 1983 where his thesis work first brought engagement with the nascent field of medical informatics. After post-graduate training in internal medicine and several years of medical practice, Dr. Barrows joined the Columbia University Medical Center in 1991 to complete a 3-year NIH (National Institute of Health) sponsored fellowship in medical informatics, and a master’s degree in computer science from Columbia University. He transitioned into a faculty role in the new Department of Medical Informatics, where efforts included work on many aspects of a large central clinical information system. He led the development and implementation of a new ambulatory care system with novel decision support features, and implemented a community health information network, presaging today’s regional health information exchanges. Later roles included management of central clinical and research databases; vendor system implementations; consultative support to clinical departments and central administration for health information technology needs; and health information leadership for the large (1000 physician) practice organization. Dr. Barrows’ titles included Director of Clinical Ambulatory Information Systems for New York-Presbyterian Hospital, Director of Strategic Information Systems for the Columbia Faculty Practice Organization, and Assistant VP for Clinical Resources for Columbia Health Sciences.
